With a career spanning over three decades in the employee benefits arena, I've cultivated a wealth of experience and expertise.
Since 1988, I've immersed myself in various facets of the industry, including insurance sales, consulting, and broker training. My journey has also led me to deliver speaking engagements for Continuing Education (CE) credits, catering to agents, SHRM professionals, accountants, and attorneys.
One of the notable chapters of my early career was serving as the Vice President of Corporate Development for the P & A Group in Buffalo, NY. We were the innovators back in the 90’s with cafeteria plan, HRA, COBRA, 401K outsourcing solutions. The P&A Group is now from a local company to national brand serving both small and large employers across the U.S. Leading our national expansion afforded me the opportunity to see employee benefit plans operating in many states, in their entirety and how to best address the financial impact on a company’s bottom line.

My comprehensive knowledge encompasses all aspects of employee benefits design, insurance modeling, medical practice management, patient care, benefit plan administration, risk management, and lifestyle behavioral change programs. These experiences have equipped me with a unique perspective and the ability to develop innovative solutions tailored to meet the diverse needs of clients and organizations.
My most recent accomplishment has been as the co-founder of Empower3 Center For Health. This healthcare model was designed to address the fee-for-service medical payment system that has challenged the US healthcare landscape. I owned and served as CEO of Empower3 Center for Health in Altoona, PA, an insurance-less medical practice that served over 4,000 patients without any insurance company middlemen. Empower3 Center For Health later became PeopleOne Health, which is currently experiencing rapid growth in Florida and Pennsylvania. I am particularly excited about the positive impact this model is having on community care in these regions as well as nationally and internationally.
Additionally, the Empower3 project outcomes are now the basis for the Gloria Gates Care model, which serves the Medicaid and Medicare marketplace in Central PA. Gloria Gates Care is a world-class, innovative solution that has garnered national attention. I am proud to have co-created these models with my partner, Dr. Zane H. Gates.
